You need to get rid of the worker first. Have you spoken to him yet? Have you read the newspaper? (You can right click in inventory to do that.)

Using the newspaper on the worker lets you access his toolbox, where you will obtain a tool to use on the valve.

I have the balsamic vinegar (don't know either how to get it changed into "regular vinegar" for the elderly couple), the boules, I cut the rope of the donkey, got the magnet, used it on the radio, and I also have the candy floss of the little girl.
