It's not possible to set frame delay to idle view via script (the settings for idle view only allow to set the delay of when the idle view should animate). So you need to manually change the delay off each frame in the editor.

This is assuming I didn't missed something, of course.

Gilbert, there are no humans inside the armours in the movie.

My guess, the scene is either from a scene featuring extras at Universal Studios (maybe the main character is on visit or something) or a shot from a movie with a sci-fi convention, and these are just 2 fans chatting.

Since at this moment the one movie with a scifi convention I can think of is Galaxy Quest, I'll guest it, even though I'm sure it's not it... I would remember a couple cylons chatting.

Uhm... a movie that features human cylon centurionss? Now I'm curious.
