Nope and nope. It's Til Schweiger. Here he is in another shot from the movie, along with Danny Trejo. Together, those two guys play the title characters in the movie (though not the stars of the film, which is kind of unusual).

Yep. It's a true classic of 80s schlock that was carried in by the Star Wars tidal wave.
