I'm sure you can change it without reinstalling. Try this

Click the circle window button ( Start.. or whatever they want to call it these days)
Click -- Control Panel
Click -- Clock, Language, Region
Click -- Region, Language
Go to Location Tab
Change Location etc.
Click Apply

DONE!! I hope
